At one time, the city controller was a little-known figure in Los Angeles City Hall who kept the books and occasionally put out an audit. But over the last decade - both through charter changes and Laura Chick's management - the city controller has become the unofficial government watchdog and taxpayer advocate.
Chick's audits have revealed that Department of Water and Power ratepayers picked up the tab for politicians' P.R., that the city Fire Department ignored hazing and harassment and that city officials allowed $500 million worth of debt to go uncollected while they hit residents with higher fees.
With Chick termed out, two strong candidates are vying for the office: longtime city commissioner and businessman Nick Patsaouras and San Fernando Valley City Councilwoman Wendy Greuel. Both are smart and would be capable controllers. But we think only one displays the capacity to sacrifice political allies for the sake of the people. That is Nick Patsaouras.
